149. Every person allowed to take water by the officer mentioned in the last preceding article, shall make sure that the cistern which is to hold the water, and the conduits or tubes bringing the water to such cistern are not broken or damaged so as to prevent the water supplied from running considerably to waste. Duty of avoiding damage to water works.
