Code of Police Laws (Cap. 10), article 153
153. Any person who keeps confined or causes or suffers any
animal to be kept confined in a ny place shall take such precaut ions
as may be required by the circum stances to prevent such animal
from giving annoyance to the neighbourhood by howling or
whimpering or otherwise.
