12. In this Part, unless the co ntext otherwise requires- "conveyance" includes ship, airc raft, and any other means of transport by which goods may be brought into or taken from Malt a; "dangerous drug" means any drug to which Part IV of this Ordinance applies, and includes r aw opium, coca leaves, cannabi s, and all preparations of which resins obtained from cannabis for m the base, and, for the purposes of articles 15 to 18 both inclu sive, includes also the resins obtained from the cannabis; "diversion certificate" means a certificate issued by the competent authority of a country through which a dangerous drug passes in transit, authorizing the diversion of such drug to a country other than that specified as the country of ultim ate destinatio n in the export authorization, and containing all the particulars re quired to be included in an export authorization, together with the na me of the country from which the consignment was originally exported; "export", with its grammatical variations and cognate expressions, in relation to Malta, means to take or cause to be taken 8 CAP. 101.] DANGEROUS DRUGS out of Malta by air or water , otherwise th an in transit; "export authorization" means an authorization issued by a competent authority in a country from which a dangerous drug is exported, containing full particulars of such drug, and the qua ntity authorized to be exported, together with the names and addresse s of the exporter and the person to w hom it is to be sent, and stati ng the country to which, and the period within which, it is to be expo rted; "import", with its grammatical variations and cognate expressions, in relation to Malta, means to bring or cause to b e brought into Malta by air or water, otherwise than in transit; "import authorization" means a licence, issued by a competent authority, authorizing the importation of a specified quantity of a dangerous drug and containing fu ll particulars of the drug, tog ether with the name and address of the person authorized to import th e drug, the name and address of the person from whom the drug is to be obtained, and specifying the period within which the importa tion must be effected; "import certificate" means a certi ficate substantially in the F orm A set out in the Second Schedule hereto, issued by a competent authority in a country into which it is intended to import dang erous drugs; "in transit" means taken or sent from any country and brought into Malta by air or water (whether or not landed or transhippe d in Malta) for the sole purpose of being carried to another country either by the same o r another conveyance.
