Dangerous Drugs Ordinance (Cap. 101), article 16
16.
(4) Nothing in this article contained shall be deemed to apply
to any dangerous drug in transit by air if the aircraft passes over
Malta without landing, or to su ch quantities of dangerous drugs as
may, bona fide , reasonably form part of the medical stores of any

15A. (1) No person shall import or export, or cause to be
imported or exported, or take any steps pr eparatory to importin g or
exporting, any dangerous drug into or from Malta except in
pursuance of and in accordance with the provisions of this
Ordinance.
(2) For the purposes of this article the words "import" and
"export" and their grammatical var iations and cognate expressio ns
shall have the meaning assigned to them in article 2(1).

16. (1) No person shall -
(a) remove any dangerous drug from the conveyance by
which it is brought int o Malta in transit; or
(b) in any way move any such drug in Malta at any time
after removal from such conveyance,
except under and in accordance w ith a licence (in the Form D se t
out in the Second Schedule hereto and in this Ordinance referre d to
as a "removal licence") issued by the Comptroller of Customs. I n
all cases it shall be in the abso lute discretion of the Comptro ller of
Customs to issue or refuse a r emoval licence as h e shall deem f it.
(2) No removal licence for the tr ansfer of any such drug to any
conveyance for removal out of Malta shall be issued unless and
until a valid and subsisting export authorization or diversion
certificate relating to it is produced to the Comptroller of Cu stoms.
