23. For the purposes of articles 22 and 30B the expression "corresponding law" means a ny law stated in a certificate purporting to be issued by or on behalf of the Government of an y country outside Malta to be a law providing, whether exclusivel y or otherwise, for the control or regulation in that country of the manufacture, sale, use, possessio n, transfer, export or import of, or dealing in, dangerous drugs, narc otics or psychotropic substanc es; and any statement in any such cer tificate as to the effect of t he law mentioned in the certificate, or any statement in any such certificate that any facts consti tute an offence against that l aw, shall be conclusive. Power of arrest. 24. Any Police officer may arrest without warrant any person who has committed, or attempte d to commit, or is reasonably suspected by the officer of havi ng committed or attempted to commit, an offence against this Ordinance, if he has reasonable ground for believing that that person will abscond unless arres ted, or if the name and address of that person are unknown to and cannot be ascertained by him.
