25. For the purposes of this Ordinance, any article shall be deemed to be imported under licence or exported under licence i f the importer or exporter, as the case may be, is the holder of a licence or authorization issued u nder this Ordinance authorizin g the 34 CAP. 101.] DANGEROUS DRUGS importation or exportation, as the case may be, of the article and complies with the conditions, i f any, of the licence or authori zation, but not otherwise.
