619. The letter of request referred to in the last preceding article, together with the acc ompanying documents, shall be transmitted by the registrar to the Minister responsible for ju stice, who shall forward it to the proper authorities with a request t hat it may be executed: Provided that the court may dispense with the requirement of this article where any tr eaty, convention, agreement or understanding, between Malta and another country or which appli es to both such countries or to which both such countries are a pa rty, provides for direct transmission of letters of request between judicial authorities.
