130A. Notwithstanding the foregoing provisions of this Title, where an intercountry adoption is regulated by the provisions o f an international treaty to which Ma lta is a party, the Minister ma y make regulations as he may deem appropriate for the implementation of the provisions of such a treaty, and the powe rs of the Court in respect of such an intercountry adoption shall be exercised in accordance with and within the limits allowed by t he terms of the treaty and to ensure that the provisions of such t reaty 68 [CAP. 16.
