Civil Code (Cap. 16), article 272

272. In the case of every child born, it shall be the duty of parents, and in default of both, of the physician, surgeon, mid wife, or any other person in attendance at the birth, or in whose hou se the birth has taken place, to give, w ithin fifteen days of such bir th, notice thereof to the officer cha rged with the duty of drawing up the act of birth.
