Civil Code (Cap. 16), article 303

303. (1) The superior officer of every hospital, asylum or other public charitable institution, shall take steps to collect, fro m the time of admission, the particulars specified in paragraphs ( b), (c) and (d) of article 301, in regard to every person admitted into the institution under his charge. (2) The same shall apply to the superior officer of any prison, in regard to any prisoner. (3) The police shall give to the said officers such assistance a s may be required to enable them to comply with the provisions of this article.
