22. (1) Disciplinary proceedings shall be regulated according to article 110 of the Constitution. (2) Where any powers to exercise disciplinary action are delegat ed in accordance with the provisions of article 110 of the Constit ution, the disciplinary board shall, unless otherwise stated in the instru ment of delegation, follow the procedures and shall have the powers as mentioned in the followi ng articles of this Title: Provided that the Commissioner may, in exceptional 10 [CAP. 164.
