27. ( 1 ) T h e o f f i c e r c h a r g e d m a y s u m m o n w i t n e s s e s o n h i s o w n
behalf and may cross-examine witnesses brought against him unde r
the same conditions as prevail for the prosecution and for this purpose,
the Commissioner or disciplinary board, as the case may be, sha ll issue
the subpoena for such witnesses.
(2) Before giving his decision and awarding penalty, the
Commissioner shall hear final submissions by the prosecution an d the
defence on the mer its and on the penalty applicable if any.
(3) Summary notes of the proceedings s hall be kept by the presiding
officer, signed by him, and attached to the records of the case.

(4) The provisions of sub-article (2) shall also apply to the
disciplinary board before submitting his opinion to the Commiss ioner
as provided in article 28.
Delegated cases. 28. The disciplinary board appointed according to article 23(1) sha ll
always forward to the Commission er the relative file together w ith its
opinion about the merits of the case and the penalty, if any,
recommended by it.
