Police Act (Cap. 164), article 91
91. (1) The Commissioner may hold an inquiry into any matter
concerning the administration of t he Force which he considers s erious
enough to require such an investigation.
(2) In the conduct of any such inquiry, the Commissioner shall
have the same powers mentioned in article 25(2) and the provisi ons of
article 25(3) and (4) shall also apply to the proceedings of th e inquiry
under this article.
(3) An inquiry shall be without prejudice to any action that the
Independent Police Complaints Board established by this Act may take,
and the Independent Police Complaints Board may recall and pursue
the inquiry if it falls within its competence.
