7A. (1) Notwithstanding the provisions of this Act or any other Act, the Minister may gran t a residency certificate to re side permanently in Malta to a third country national on the basis o f investment and who satisfies the requirements prescribed under this Act: Provided that residency rights may also be granted to eligible dependants or family members of the said third country national. (2) Any residency certificate issued in terms of this article ma y be revoked and article 7(3) shall apply mutatis mutandis : Provided that a third country national or his eligible dependants and family members s hall also cease to benefit from a residency certificate in those instances that the Minister may by regulations provide. (3) The Minister may by regulations make provisions for carrying into effect the provisions of this article, including, without prejudice to the generality of the foregoing, for the establishment and implementation of a programme for the grant of permanent reside ncy rights on the basis of investment and for the cessation of cert ificates of permanent residence.
