149. (1) The Minister may make regulations requiring provisions and water to be provided for persons employed in Maltese ships or any class of ships as may be specified in the regulations. (2) The Minister may exempt any ship or class of ships from any requirements of regulations made under this article, either absolutely or subject to such conditions as he thinks fit. (3) Where the provisions of any regulations made under this article are not complied with in the case of a ship master, or owner or bareboat charterer shall be liable, in addition to paying compensation under article 150A, to a fine ( multa ) not exceeding one thousand units unless he proves that the failure to comply was not due to his neglect or default. ( 4 ) W h e r e a p e r s o n e m p o w e r e d u n d e r t h i s A c t t o i n s p e c t t h e 80 CAP. 234.] MERCHANT SHIPPING provisions and water to be supplied to the persons employed in a Maltese ship is not satisfied tha t they are in accordance with regulations made under this article, he shall inform the master of the ship of his opinion, and the ship’s certificate of registry , whether provisional or otherwise, may be suspended until the defects are remedied.
