18A. (1) The registrar may require such particulars, as he may deem proper, of the managing owner for the time being of a ship registered under this Act, t o be registered with him. (2) Where there is not a managing owner, there shall be registered the particulars of such other person to whom the management of the ship is entrusted by or on behalf of the owne r, and any person whose particulars are so registered shall, for t he purposes of this Act, be under the same obligations and subject to the same liabilities in respect of any act performed or omitted to be performed by him as if such act w ere performed or omitted to be performed by the managing owner.
