20. (1) Any certificate of registry shall be used only for the lawful navigation of the ship and shall not be subject to deten tion by reason of any title, lien, charge or interest whatever had o r claimed by any owner, mortgagee, or other person to, on or in t he ship. (2) Except as otherwise authorised or prescribed by or under this Act, no person, whether interested in the ship or not, sha ll refuse on request to deliver up any certificate of registry whe n in his possession or under his control to the person entitled to t he custody thereof for the purposes of the lawful navigation of th e ship, or to any registrar or other person entitled by law to re quire 18 CAP. 234.] MERCHANT SHIPPING such delivery; and any person so refusing shall, unless it is s hown that there was reasonable cause for such refusal, be liable to a fine (multa) not exceeding one hundred units.
