27. (1) A certificate of registr y, whether provisional or otherwise, shall cease to have effect: (a) on the expiry of its validity date; (b) on its suspension in accord ance with the provisions of this Act; (c) on its substitution by another certificate issued in accordance with t he provisions of this Act; (d) on closure of registry in accordance with the provisions of this Act; or (e) on failure of payment of the relevant fees. (2) Subject to the provisions of this Act, upon a certificate of registry, whether provisional or otherwise, ceasing to have eff ect the owner or the master shall forthwith forward this certificat e to the registrar or, in case a cert ificate is suspended in terms o f article 26A, to the registrar or a M altese consular officer. (3) If any such person as aforesaid fails without reasonable cause to deliver up the certificat e as required by this article , he shall be liable to a fine ( multa ) of one hundred units.
