283A. (1) If a ship is detained or ha s her certificate of registry suspended in accordance with article 281, the owner of the ship shall be liable to pay to the Registrar-General his costs of an d incidental to the detention of the ship. (2) For the purposes of this artic le the costs of and incidental to any measures or means adopted in terms of article 281(2) and to any proceedings before a court of survey, shall be part of the costs of the detention of the ship, and any dispute as to the amount of these costs shall be referred to the Registrar of Courts who sh all, on request by the Registrar-General , ascertain and certify the pro per amount of those costs.
