371A. Where the Authority has reason to believe that any person is being kept in custody on board any merchant ship in conseque nce of a sentence of a foreign tribunal, or in order to be tried in a foreign country, he shall forthw ith give notice of the fact to a magistrate, who shall, without delay, inquire into the circumst ances of the case, and make a report thereon to the President of Malt a for the purposes of the provisions c ontained in the following artic les.
