64. (1) Where under Part II and Part IIA of this Act any person is required to make a declaration on behalf of himself o r of any body corporate, or any evid ence is required to be produced to a registrar, and it is shown to the satisfaction of the registrar that from any reasonable cause that person is unable to make that declaration, or that the eviden ce cannot be produ ced, the regis trar may, with the approval of the Registrar-General and on the production of such other evidence and subject to such terms as the Registrar-General may think fit, dispense with the declaration or evidence. (2) Nothing in this article shall be construed as requiring the dispensation of the registrar or the approval of the Registrar- General for the making of any declaration, or th e doing of anyt hing required or permitted by this Act to be made or done, by the pe rson having the legal representation of a person interested in a shi p or share therein and who is incapable of making that declaration o r doing that thing by reason of minority, insanity or other cause ; all acts lawfully so done shall be as effectual as if done by the p erson whom he represents.
