90. (1) Every Maltese ship when going to sea from any place shall be provided with such number and description of officers and crew as the Minister may by regulations prescribe: Provided that the Minister may in such regulations authorise the Registrar-General to exempt any ship or a class of ships from all or any of the requirements of such regulations. (2) If the requirements of sub-article (1) are not complied with, the master or owners of the ship shall for each offence be liable to a fine (multa) not exceeding five hundred units.
