98. If any person - (a) forges or fraudulently alters, or assists in forging or fraudulently altering, or procures to be forged or fraudulently altered, any certificate of competency or any recognition of a certificate of competency, or an official copy of any such certificate or recognition; or (b) makes, assists in making, or procures to be made, any false representation for the purpose of procuring, or having recognised, either for himself or for any other person, a certificate of competency; or (c) fraudulently uses a certifi cate, or a recognition of a certificate, or a copy of a cer tificate or of a recognition of a certificate, of competen cy which has been forged, altered, cancelled or suspended, or to which he is not M E R C H A N T S H I P P I N G [CAP. 234. 63 entitled; or (d) fraudulently lends his certificate of competency or recognition of a certificate of competency, or allows it to be used by any other person, that person shall for each offence be liable to imprisonment fo r a period not exceeding two years or to a fine ( multa) not exceeding five hundred units or to both such imprisonment and fine. Furthermore, the Registrar-General may prohibit that person fro m being engaged on a Malta registered ship, for a definite or ind efinite period. Masters Appointment and dismissal of master.
