114. (1) All benefits, allowances, pensions and assistance payable under this Act shall be a charge on the Consolidated Fu nd without any further appropriation other than this Act. (2) Subject to the provisions of the Public Finance Management Act , and in accordance with the provisions of article 132, the Director shall keep prope r records of all disbursement s and receipts (including any fines or penalties imposed in terms of articles 113, 117, 119 and 125) unde r this Act, and any expense incurred in carrying this Act int o effect, and to this end shal l keep a separate Social Security Account , hereinafter referred to as "t he Account", as he shall, with the approval of the Accountant Gene ral, determine. Cap. 601. (3) A statement showing the receipts and payments of the Account shall, as soon as possible after the close of each fina ncial year and in any case not later than three months after the clos e of such year, be forwarded by the Accountant General to the Audito r General, and article 35(2) of the Public Finance Management Act , shall apply to such statements.
