Social Security Act (Cap. 318), article 84
84. (1) The Minister may, from time to time, and with the
concurrence of the Minister responsible for finance make
regulations for t he purposes of -
(a) increasing the rates of benefits, grants, pensions,
assistances and allowances payable under this Act;
(b) increasing the category of persons that may be eligible
to benefits, grants, pensions, assistances and
allowances payable in acco rdance with this Act;
(c) increasing the income limits for the purpose of
establishing entitlement in assessment of means-tested
benefits, grants, pensions, assistances and allowances
payable under this Act;

(d) increasing the basic wage, salary, income or earnings,
whenever Government aw ards a cost-of-living
increase in the rate of the National Minimum Wage as
is payable to persons of eighteen years of age or over
under the provisions of the Employment and Industrial
Relations Act , for the purposes of -
(i) the payment of social s ecurity contributions; and
(ii) assessing the pensionable income;
(e) prescribing conditions regarding nationality, residence
and place of birth to be satis fied by a claimant, and the
conditions applicable to a child or person in respect of
whom an allowance is claimed;
(f) prescribing circumstances in which a child or person
not living in his parent’s household may be treated as
forming part of that househ old or another household;
(g) prescribing circumstances in which a person, other
than a parent of a child or person, may claim an
allowance in respect of su ch child or such person;

(h) prescribing guidelines for the determination of the
medical aspects for the eligibility or otherwise of an
applicant for a claim in res pect of a benefit, allowance
or pension under this Act;
(i) exempting, in terms of ar ticle 116A, a category of
persons from the payment, in whole or in part, of the
further contributions whi ch may be due by them:
Provided that the Minister m ay not by such regulations
decrease the rate of benefit, grant, pensions, assistance or
allowance payable unde r this Act to any category of beneficiari es.
(2) For the purposes of sub-article (1), the Minister may by
such regulations amend or substit ute any of the Schedules to th is
Act or index thereto.
(3) The Minister responsible for the elderly may, from time to
time and with the concurrence of the Minister responsible for
finance, make regulations for t he purpose of establishing the
contribution due by residents of State Financed Residential
Services in terms of article 93.
(4) The Minister may, from time to time and with the
concurrence of the Minister responsible for finance, make
regulations for the purpose of establishing the contribution du e by
residents of State Financed Residential Services in terms of ar ticle
94.
(5) Subject to the provisions of this Act, the Minister may from
time to time, and with the concurrence of the Minister responsi ble for
finance, make regulations for the purpose of establishing the p ayment
by the Director of the benefit in respect of the Additional Ben efit to
counter the Cost of Living, as provided for in Part IX of the F ourteenth
Schedule.
