4A. The granting of a licence is a concession and a revocable privilege, and no holder thereof shall be deemed to have acquir ed any vested rights therein or thereunder. The burden of proving the licence holder’s qualifications t o hold a licence shall rest at all times on the licence holder. In t his sub-article, licence inclu des and applies to any licence and authorisation, however designated, issued by the Authority under any legislation for whose administration it is responsible.
