Financial Markets Act (Cap. 345), article 10
10. A regulated market intending to take any of the following
actions shall notify the competent authority in writing and the
consent of the competent authority shall be required before a
regulated market may lawfully:
(a) alter or revoke any of its bye-laws; or
(b) make or issue new bye-laws; or
(c) make a change in the arrangements it makes for the
provision of clearing services in respect of
transactions effected on the regulated market
concerned or in the criteria which it applies when
determining to whom it will provide clearing services.
