37. Any complaints made by any person making use of a payment service provided by a credit institution or by other in terested third parties, including consumer associations within the meani ng of the Consumer Affairs Act, in relation to any alleged infringements of the provisions of this Act transposing the Payment Services Directive by a credit institution licensed in terms of this Act, or an ag ent or a branch established in Malta under the right of establishment of a credit institution in another Member State, shall be submitted to the Arbiter in terms of the Arbiter for Financial Services Act .
