46. Where an offence against the provisions of this Act or of any regulations or orders mad e thereunder is committed by a partnership, company, association or other body of persons, eve ry person who, at the time of the commission of the offence, was a director, manager, secretary or other similar officer of such partnership, company, association or other body of persons or w as purporting to act in any such capacity shall be deemed to be gu ilty of that offence unless he proves that the offence was committed without his knowledge and that he exercised all due diligence t o prevent the commission of the offence.
