2. In this Act, unless the co ntext otherwise requires - "administrative act" includes the issuing by the public administration of any order, li cence, permit, war rant, authoris ation, concession, decision or a refusa l to any demand of a member of the public, but does not include any measure intended for internal organisation or administration within the said public administration; "Administrative Review Tribunal" means the Administrative Review Tribunal establi shed by article 5(1); "administrative tribunal" means a tribunal listed in the First Schedule; "Commission" means the Commission for Appointments and Discipline in Administrative Trib unals established in accordanc e with article 23A; "the Minister" means the Minis ter responsible for justice; "principles of good administrative behaviour" means the principles of good administrative behaviour listed in Part II o f this Act; "public administration" means the Government of Malta, including its Ministries and departments, local authorities and any body corporate established by law; "the Secretary" means the Secretary of the Administrative Review Tribunal.
