28. The Authority shall not award or enter into any contract for the supply of goods or materials or for the execution of works, or for the rendering of services, to or for the benefit of the Aut hority, except in accordance with regulat ions in force regulating the procurement of all goods and services in the public sector. Annual Report.29. The Authority shall, in accord ance with regulations made by the Minister, make and transmit to the Minister and to the Minister responsible for finance a report dealing generally with the activities of the Authority during that financial year and cont aining such information relating to the proceedings and policy of the Authority as either of the said Ministers may from time to time require. The Minister shall cause a copy of every such report t o be laid on the Table of the House as part of the estimates prepare d in accordance with the provisions of article 25. Exemption from tax.
