49. (1) A subsidiary plan is made by the Authority for any
matter or subject or any area that falls under the remit of the
Authority and where the Authority considers that it has to pay
particular attention in order to better manage it or where special
factors have to be taken into account which otherwise cannot be
taken.
(2) Such a plan may include details on the implementation
tools and measures that are required to reach the objectives of the
plan, and may also include provisions intended for the enforcement
of such tools, in which case, such provisions shall be construed as
enforceable in the same manner as any provision of any regulation
issued under the Act.
