9. Subject to retaining overall control and supervision, and otherwise observing the provisions of this Act, the Authority m ay, with the approval of the Minister, delegate any one or more of its functions under this Act under such conditions as it may deem appropriate. Notice of any such d elegation shall be published i n the Gazette. The Authority shall ha ve the right to retract such delegation at its sole discretion with immediate effect.
