12. (1) The Minister may, acting on the advice of the Authority, make regulations to give effect to the provisions of t h i s Act, or to prescribe anything tha t is to be or which may be pre scribed in terms of this Act or any othe r regulatory instrument and pro vide for any matter consequential, inc idental to or connected therew ith. (2) Without prejudice to the generality of the foregoing the Minister may, by such regulations: (a) establish the categories of authorisations under this Act and the overall requirements and conditions for authorisations, their grant, amendment, renewal, suspension, revocation and termination and other similar actions; (b) regulate games, specified categories of games or specified games, and all matters r elated thereto including the exemption of certain games or categories of games from any or GAMING [CAP. 583. 15 all requirements of authorisation; (c) regulate persons involved in activities regulated by or under this Act, and all matters related thereto including the exemption of certain persons or categories of persons from any or all requirements of authorisation; (d) amend, revoke, add to or substitute the Schedules to this Act: Provided that the Minister may authorise the Authority to devise all necessary details of such requirements and condit ions referred to in paragraphs (a), (b) and (c) by way of binding instruments to be issued by the Authority. (3) Without prejudice to the generality of the foregoing, the Minister may, acting on the advice of the Authority, make regul ations providing for the taxation of the persons and entities regulate d by the Authority and any other matter related thereto.
