Traffic Regulation Ordinance (Cap. 65), article 15CB

15CB. Notwithstanding the other provisions of this Ordinance or of any other law, when a Police officer reasonably considers it necessary, in the interests of public safety, public order or f or the protection of the rights and freedoms of other persons, he may also require, even without the need for reasonable suspicion in a particular person, any person wh o was driving or attempting to drive or who is in control of a motor vehicle or other vehicle on a road or in any other public place to give a specimen of breath for alcohol or to give a specimen of oral fluid for a drug test.
