Traffic Regulation Ordinance (Cap. 65), article 57
57. (1) An owner of a motor vehicle who fails to renew the
licence relative to the said motor vehicle shall, without preju dice to
his liability to criminal punishment under this Ordinance or un der
any other law, also be, and be deemed to have always been, civi lly
liable towards the Authority for the payment of the amount due for
the relevant licence fee.
(2) Proceedings for the collection of any civil debt incurred by
virtue of subarticle (1) shall be barred by the lapse of the pe riod of
eight years from the date due for the renewal of the relative l icence.
Cap. 12.
(3) When the Authority gives any notice by means of a judicial
letter that the said person is civilly liable for the payment o f any
amount to the Authority under this article, the said notice sha ll
constitute an executive title for the purposes of Title VII of Part I of
Book Second of the Code of Organization and Civil Procedure ,
unless the person notified sha ll commence proceedings in the
competent court of civil jurisdiction in order to object to the said
notice within thirty days from the date of service upon him of the
said notice.

(4) Any proceedings in order to o bject to a notice in terms of
subarticle (3) shall be commenced by means of an application fi led
against the Authority.
(5) The said application shall give the grounds of the objection
to the notice and shall contain the specific demands of the app licant
with regard to the notice and sh all indicate the witnesses whic h the
applicant intends to produce in support of this claim.
(6) The application together with the date of first hearing fixe d
by the Court shall be notified to the Authority who may file a reply
within fifteen days fr om the date of service of the said act, g iving
its reason for objecting to the d emand and indicat ing the witne sses
it wished to produce in its defence.
Cap. 12.
(7) Saving the preceding provisions of this article, the
provisions of the Code of Organization and Civil Procedure
relating to proceedings before th e court of civil jurisdiction shall
apply in relation to any application filed in terms of this art icle.
