292. Whosoever, without a licence from the Government, shall keep for sale or deal in any arti cles which are by common reput e considered to come under the denomination of marine or ship’s stores, and whosoever, without such licence, shall be found in possession of such articles, without being able to give a satis factory account as to how he came by the a rticles so found, shall, on conviction, be liable to a fine ( multa ) and to the forfeiture of the said articles.
