Criminal Code (Cap. 9), article 494
494. It shall be lawful for any judge, who sat in a trial, to
recommend to the President of Malta, for pardon or mitigation o f
punishment any person sentenced by making for this purpose a
report in writing stating the r eason for such recommendation.
