518. The acts and documents of th e courts of criminal justice shall not be open to inspection, nor shall copies thereof be gi ven, without the special permission of the court, except by or to th e Attorney General, by or to the parties concerned or by or to an y advocate or legal procurator auth orized by such parties; but an y act, which is pronounced in open court, shall be open to inspection by any person, and copies thereof may be given on payment of the usual fee: Provided that a procès-verbal and any depositions and documents filed therewith shall be open to inspection, and copi es thereof shall be given, only at the discretion of the Attorney General and on payment of such f ees as may be prescribed by the Minister responsible for justi ce as provided in article 695: Provided further that where the Attorney General grants his consent that a procès-verbal be open to inspection and that copies thereof may be given, a person who proves to the satisfaction o f the Attorney General that he is personally a victim or the heir of the victim of the offence forming the merits of the procès-verbal, shall not be requested any payment to be given an electronic copy of the sam e procès-verbal: Provided further that any designated competent national authority designated in terms of any Directive or Regulation of the European Union which has access to the acts and documents of th e courts of criminal justice may, if the requirements established in the Directive or Regulation of the European Union are fulfilled, tr ansmit copies of such acts and documents of the court of criminal just ice to the requesting authority: Provided further that the European Delegated Prosecutors appointed in accordance with the provisions of Council Regulati on (EU) 2017/1939 of 12 October 2017 implementing enhanced cooperation on the establishment of the European Public Prosecu tor’s Office ("the EPPO") shall have access to the acts and documents of the courts of criminal justice and to any procès-verbal and to any depositions and documents filed therewith, when these relate to matters which fall within the competence of the European Public Prosecutor’s Office in accordance with the said Regulation.
