59. (1) Whosoever, by any speech delivered in any public place or at any publi c meeting, shall d irectly provoke the perpetration of any of the crimes referred to in this Title, sh all, on conviction, be liable to the punishment for the crime provoked by him, diminished by one degree. (2) If the provocation shall produce no effect, the punishment shall be decreased from one to three degrees. Exemption from punishment.
