64. (1) Arms proper are all fire-arms and all other weapons, instruments and utensils which a re mainly intended for defensiv e or offensive purposes. ( 2 ) A l l o t h e r w e a p o n s , i n s t r u m e n t s o r u t e n s i l s a r e n o t considered as arms, except when they are actually made use of f or any offensive or defensive purpose, in which case they are call ed arms improper.
