206. Such licence shall not be g ranted to any person - (a) who has not attained the age of eighteen years; or (b) who is not, in the opinion of the Commissioner of Police, of good character o r a fit person to handle a gun or other firearm without danger; or Cap. 9. (c) who, in the preceding year, has been convicted of any contravention against any of the provisions of this Part, or against article 304( a) of the Criminal Code .
