518. Applications for the substitution of any executor, administrator, procurator, or counsellor, for that appointed un der a will or other instrument, where the latter refuses to accept of fice, or dies, or otherwise becomes unable to perform the duties of his office, shall likewise be made to the Court of voluntary jurisdiction, unless according to law such substitution is to b e made by any other authority or person.
