122B. (1) Where in the opinion of an appropriate inspector the crew of a Maltese ship consists of or includes persons who do n ot understand orders given to them in the course of their duty bec ause of their insufficient knowledge of English and the absence of adequate arrangements for trans mitting the orders in a language of which they have sufficient knowl edge, the approp riate inspector shall inform the master of his opinion and the ship shall not g o to sea and may be detained. (2) If a ship goes to sea or attempts to go to sea in contravention of this article, the the master, the owner or the bareboat charterer of the ship shall be liable to a fine ( multa ) of five hundred units.
