Social Security Act (Cap. 318), article 124
124. (1) Where any employer has failed or neglected -
(a) to pay any contributions which under this Act he is
liable to pay in respect of any employed person in his
employment; or
(b) to comply, in relation to any such person, with the
requirements of this Act relating to the payment and
collection of contributions,
and by reason thereof a person has lost, in whole or in part, a ny

benefit, pension or allowan ce to which he would have been
entitled, that person shall be entitled to recover from the emp loyer
as a civil debt a sum equal to the amount of the benefit, pensi on or
allowance so lost, or such sum as the court, may, having regard to
the circumstances of the case, determine.
(2) Proceedings may be taken under this article
notwithstanding that proceedings have been taken under any othe r
article of this Act in respect of the sa me failure or neglect.
(3) Proceedings under this article may notwithstanding the
provisions of any law to the cont rary, be brought at any time w ithin
two years after the date on which the person is informed in wri ting
by the Director of this entitlement to any benefit, pension or
allowance claimed by him under his Act.
