13B. (1) An administrative penalty, served on the subject person against whom it is imposed by means of a notice in writi ng, which is not appealed in accordanc e with the provisions of arti cle 13A and which is not paid within twe nty days from the date of notif ication, shall be recoverable as a civil debt, and the notice in writing shall, upon the service of a copy thereof by means of a judicial act o n the subject person indicated in the notice, constitute an executive title for all effects and purposes of Title VII of Part I of Book Second of the Code of Organization and Civil Procedure .
