42. Nothing in this Part shall be construed as obstructing or limiting the right of persons to set up associations for the pr otection and promotion of consumer interests without qualifying in terms of article 28. In such a case an asso ciation which is not register ed shall not have any right to consultation, assistance or recogni tion from the Council, or to any other right, privilege or exemption conferred by this Part upon regi stered consumer associations.
