Arbitration Act (Cap. 387), article 19
19. If the parties have not previously agreed on the number of
arbitrators, and if within fifteen days after the receipt by th e
respondent of the notice of arbitration, the parties have not a greed
that there shall be only one arbitrator, three arbitrators shal l be
appointed:
Provided however that if the disputed amount is under
eleven thousand and six hundred and forty-six euro and eighty-
seven cents (11,646.87), there shall be a sole arbitrator.
