9. In so far as conditions of employment are concerned, the provisions of the Health and Safety at Work Act and any regulations issued thereunder shall be deemed to form part of the recognise d conditions of employment of employees to whom such provisions or regulations may apply and shall, on coming into force, have the same effect as if they were national standard orders or sectora l regulation orders.
