19. (1) Without prejudice to the following provisions of this article, the Authority Board shall so conduct the affairs of th e Authority that the expenditure required for the proper performa nce of its functions shall, as far as practicable, be met out of it s revenue. (2) For the purposes of sub-artic le (1) the Authority shall levy all fees, rates and other paymen ts prescribed or deemed to be prescribed by or under this Act or any other law providing for matters falling under the powers and functions vested in the Authority by or under this Act. (3) The Authority shall also be paid by Government out of the Consolidated Fund such sums as Parliament may from time to time authorise to be appropriated to meet the costs of specified wor ks or activities to be continued or oth erwise carried o ut by the Auth ority. (4) Subject to such directives a s the Minister may give from time to time after consultation with the Minister responsible f or finance, any excess of revenue over expenditure shall be applie d by the Authority to the formation of reserve funds to be used for the purposes of the Authority. Without prejudice to the generality of the power of the Minister to give directives under this sub-art icle, any directive given by the Minis ter as aforesaid may order the transfer to the Government, or t he application in such manner a s may be specified in the directio n, of any part of the fees, rat es and other payments levied in acco rdance with sub -article (2). (5) Any funds of the Authority not immediately required to meet expenditure may be invested by the Authority in such manne r as may from time to time be approved by the Minister. 18 [CAP. 549.
